Yes, it would be perfectly acceoptable to start him on raw now. As long as his teeth can bite, he’s good to go.
Yes, at 11 weeks you can your pup on raw. I’d probably use ground meat/bone at this age.

Why would you want to feed him raw meat? Do you want him to get sick? Cook it first.
