Maybe she’s being fed elsewhere like you say.
Might be worth a check up at the vets just to ensure there’s no medical reason (i.e. dental pain) as to why she’s not eating much.
By the way, don’t feed her raw steak; raw meat can cause tapeworm to pets that eat it.
Feed her cat food, tuna or chicken until you get her checked at the vets
my be some one else is feeding her and when she gets home she is already full. or the tom cat could be nicking her food-if it outside- and she is scared. or maybe try and change her.
